Cesar Pena Jr. , Director

Cesar Pena Jr. became a Director of the Palmview Municipal Development District in March 2025. He holds a Bachelor of Science in Construction Management from Michigan State University. Cesar currently works as a Project Manager for a multifamily construction company, where he oversees contract administration, project scheduling, procurement, and coordination between field operations and subcontractors.

With experience in commercial retail construction and project supervision, Cesar brings strong expertise in managing complex projects while ensuring quality, safety, and timely completion. His skills in communication and organization help bridge the gap between owners, contractors, and design teams.

As a PMDD Director, Cesar applies his construction and management knowledge to support the city’s development goals and infrastructure growth.
