City of Palmview Secures $2.5 Million for Critical Drainage Improvements

PALMVIEW, Texas- The City of Palmview has been awarded $2.5 million from the General Land Office Disaster Recovery Reallocation Program. This funding aims to address the pressing need for flood and drainage improvements in the Tierra Linda Subdivision, an area that has faced notable challenges in recent years.

In 2019, the Tierra Linda Subdivision experienced considerable flooding due to heavy rainfall that overwhelmed the existing drainage system. This event underscored the necessity for substantial infrastructure enhancements to prevent future incidents. Earlier this year, the city requested financial assistance to tackle these issues, leading to the successful acquisition of grant funds in the amount of $2.5 million with a 10% match from the city.

The improvements will be done in two phases.  The first phase covers the east portion of the subdivision.  Palmview plans to improve 11,577 linear feet of the subdivision’s infrastructure. The improvements will span several key areas:

  • North on Tierra Linda Boulevard: From Tierra Linda Circle West, continuing east on Tierra Linda Circle East to the dead end.
  • South on Tierra Linda Circle East: For 2,670 feet.
  • North on Mazatlan Street: From Tierra Linda Circle East to the dead end.
  • North of Nogales Street: From Tierra Linda Circle East to the dead end.
  • North on Tampico Street: From Tierra Linda Circle East to the dead end.
  • Westward on Agua Dulce Street: 1,167 feet from Tierra Linda Circle East.

Phase two of the project includes the west part of the subdivision where Palmview plans to improve 4,301 linear feet of the subdivision’s infrastructure.  The area includes:

  • Intersection of Tierra Linda and Agua Dulce: West for 60 feet to the dead end.
  • Tierra Linda Circle West: For 1,167 feet.
  • North on Chihuahua Street: From Tierra Linda Circle West to the dead end.
  • North of Durango Street: From Tierra Linda Circle West to the dead end.
  • North on Guadalajara Street: From Tierra Linda Circle West to the dead end.

The scope of work for both phases includes:

  • Rehabilitating Roadside Swales: Enhancing the ability of these channels to manage stormwater effectively.
  • Replacing Culverts: Installing new culverts to improve water flow and prevent blockages.
  • Additional Infrastructure Enhancements: Completing various items that are permanently attached to some properties to ensure comprehensive solutions.

Mayor Ricardo Villarreal expressed optimism and enthusiasm about the project, stating that the funding will bring a “tremendous positive impact” for the residents of the Tierra Linda Subdivision. By addressing the drainage issues, the city aims to enhance the quality of life for its residents and protect their properties from future flooding events.

The $2.5 million grant marks a significant step forward in Palmview’s efforts to improve its infrastructure and safeguard its community. As the project progresses, the city remains committed to ensuring the success and effectiveness of these improvements, ultimately contributing to a safer and more resilient community.
