PALMVIEW, Texas – The City of Palmview is embarking on a significant infrastructure project aimed at enhancing the safety and functionality of East Goodwin Road. Thanks to an $875,000 grant from the General Land Office Disaster Recovery Reallocation Program, Palmview will undertake crucial street improvements to address stormwater conveyance issues and mitigate flood risks.

In 2019, East Goodwin Road was affected by heavy rainfall, leading to considerable flooding. This made the street one of the most impacted areas in the city, as identified by the U.S. Department of Housing and Urban Development (HUD). The improvements aim to prevent such occurrences in the future, ensuring safer conditions for residents and reducing potential property damage.

The project will focus on a stretch of 5,743 linear feet along East Goodwin Road. The improvements will start approximately 275 feet north of West Veterans Boulevard and extend northward, concluding just before Mile 2 Road. The main components of the project include:

  • Rehabilitation of the Existing Street Surface: The existing solid surface of East Goodwin will be reshaped to enhance durability and functionality.
  • Stormwater Conveyance Improvements: Measures will be implemented to ensure efficient stormwater management, reducing flood risks.
  • Ingress and Egress Enhancements: Improved access will be provided to ensure safe and continuous entry and exit for residents and emergency services.

Mayor Ricardo Villarreal says the improvements along East Goodwin are expected to bring several benefits to the Palmview community:

  • Reduced Flood Risks: By enhancing stormwater management, the project will lower the likelihood of flooding during heavy rainfall.
  • Enhanced Safety: The street improvements will provide safer conditions for both vehicular and pedestrian traffic.
  • Increased Property Protection: With reduced flood risks, properties along East Goodwin are less likely to suffer damage from future storm events.
  • Improved Accessibility: The project will ensure that residents and emergency services have reliable access to and from the area, even during adverse weather conditions.

The City of Palmview’s commitment to improving East Goodwin demonstrates a proactive approach to infrastructure development and disaster risk reduction. Residents can look forward to a more secure environment, with enhanced protection against the impacts of severe weather. The GLO Grant stipulates a 10% match from the City.
