City of Palmview Working with Agua SUD for Probability of City Acquiring Water & Wastewater Rights

PALMVIEW, Texas- The City of Palmview adopted a resolution to work with Agua Special Utility District (Agua SUD) to explore the feasibility of the City to acquire a Certificate of Convenience and Necessity (CCN) for water and wastewater services.

A joint committee composed of City Council Members and Agua SUD Board Members has been discussing the practicality of a sale or transfer of the CCN exclusive rights so that the City can effectively provide water and wastewater services to Palmview and nearby areas.

Mayor Ricardo Villarreal says this resolution will allow both entities to work together to assess values, debt commitments, bond covenants, revenue, and funding sources. “This study will give us a clear picture of what is needed to purchase and transfer the CCN to the city. We’re grateful that Agua is working with us to explore this opportunity for our residents.”

Much work still needs to be done, but if the acquisition is successful, this would mean that the City of Palmview would provide continuous and adequate water and wastewater service to the area within the City’s CCN boundary.

Palmview Municipal Development District (PMDD) President Espie Ochoa is excited about the possibility noting this would be a game changer in attracting potential new businesses. “Becoming the provider of water and wastewater will give the city control of the current and future growth of the city. This is very important to the PMDD as the economic and job creation arm of the city. It would allow us to move forward at a much quicker pace when working on new economic projects.”

The City’s resolution was unanimously adopted during the regularly scheduled Palmview City Council meeting of March 19, 2024, and Agua unanimously adopted its resolution on April 8, 2024.

According to the Public Utility Commission of Texas, a Certificate of Convenience and Necessity (CCN) grants a CCN holder the exclusive right to provide water and wastewater services to the area within its CCN boundary.
