- Project Overview
The City of Palmview (the “City”) invites sealed proposals from qualified firms—sole proprietorships, partnerships, corporations, or other legal entities—to furnish construction services for the City of Palmview Fire Station and EOC Building, located at 1803 Marla St. Palmview, TX. 78572. The City’s architect/engineer, CG5 Architect LLC, has prepared the construction documents.

Printed sets are not provided; bidders must print any paper copies at their own expense. No security deposit is required for digital documents.
- Bonds and Bid Security
- Bid Security: 5% of the total proposal amount, in accordance with the Instructions to Bidders, payable and executable with each proposal, and required to be submitted with bid.
- Performance & Payment Bonds: 100% of the contract value, required upon contract award.
- Submission Instructions
- Deadline: Tuesday, October 14, 2025, by 3:00 PM CST.
- Location: Office of the City Manager, City of Palmview, 400 W. Veterans Blvd., Palmview, TX 78572.
- Format: One sealed envelope marked:
“Competitive Sealed Proposal – City of Palmview Fire Station and EOC Re-Bid (CSP# 2025-006)”
- Signature: Each proposal must be signed by the offeror or an authorized representative; unsigned submissions will be rejected.
- Late Proposals: Any proposal received after the deadline will not be accepted.
Proposals will be publicly opened and read aloud at the deadline. Within thirty (30) days of opening, the City will evaluate, rank, and select the best-value proposal based on the published criteria.
- Award Process
The City—and its Architect/Engineer—may negotiate cost-reduction options with the top‐ranked proposer. If a contract cannot be finalized, negotiations will terminate and the next highest‐ranked proposer will be contacted, continuing in rank order until an agreement is reached or all proposals are rejected.

- Best-Value Determination and Ranking Criteria
In awarding the contract, the City will consider all selection criteria; price alone will not determine the award.
